Seminole Electric Generating Station

COMANCO Environmental Corporation (CEC) was contracted by Seminole Electric Cooperative, Inc (SECI) to expand and modify their existing landfill at the Seminole Generating Station in Putman County.

The project consisted of the construction of an 18 acre double lined landfill on top of the existing disposal stack. The existing disposal stack, which had been in operation for several years, was already at an elevation of 181 msl when construction of the new facility began this year. Although located on top of the existing stack, construction details for this new landfill were fairly typical in design and included the following components:

  • Earthen perimeter dike and associated structural fill (14,000 cy)
  • Geosynthetic clay liner (GCL) that serves as the liner system subbase (800,000 sf)
  • 60 mil textured HDPE geomembrane that serves as the secondary leakage barrier (800,000 sf)
  • Combination HDPE geonet/geocomposite that serves as the leak detection layer (800,000 sf)
  • 60 mil textured geomembrane that serves as the primary leakage barrier (800,000 sf)
  • A 2 foot drainage sand layer (70,000 cy)
  • Leachate collection/detection piping system (4,000 lf)
  • Leachate collections sump with gravity conveyance piping
  • Fabriform drainage channels
  • Seeding and mulching (160,000 sf)

The project began in February of 2009. In spite of the usual problems associated with landfill construction in South Florida i.e. a grading plan re-design, changes in borrow source location, not to mention record setting precipitation (20 inches of rainfall in one week!), the project finished ahead of schedule.

The “on time” completion of this project was the direct result of the efforts of CEC’s superintendents Keith Adkins and Filipe Garrido. By working closely together and keeping the lines of communication open with the owner, engineer, and inspectors, they were able respond timely when changes or issues arose resulting in the completion of a successful project.
